Heat the oil in a large pot over medium heat.

Sauté the onions until they start to soften and turn translucent, about 3-4 minutes.

Stir in the minced garlic, cumin, garlic powder, onion powder, salt and pepper. Cook for 1 minute, so the onions become fragrant.

Add the red bell peppers and sauté for 2-3 minutes.

Add the chipotle peppers and adobo sauce, black beans, corn, crushed tomatoes and water.

Bring the chili to a boil, reduce heat and simmer until it thickens, about 20-30 minutes.

Divide the soup into bowls and top with sour cream, cheddar cheese, jalapenos, red onions, tortilla chips and cilantro.
