Preheat the oven to 425 degrees F. Whisk together the harissa paste, olive oil, cumin, salt and pepper. Then stir in the cauliflower, so it is well coated.

Spread the cauliflower across a lightly greased sheet pan. It should be in a single layer.

Roast the cauliflower for 20-25 minutes, flipping over halfway through roasting, so it is crisp tender and browned at the edges.

To make the herb oil, combine the parsley, cilantro, chives, lemon, juice, salt, pepper and olive oil in a food processor.

Process the ingredients until they are finely chopped and fully combined.

Combine the couscous and boiling water in a large bowl. Cover and wait 5 minutes. Fluff the couscous with a fork and stir in the herb oil.

Fold in the roasted cauliflower. Add chopped fresh herbs before serving.
